The NAICS replaced the Standard Industrial Classification (SIC) system, which was developed during World War II and had been used since 1987 as a standard classification for statistical purposes by federal executive agencies in the United States. In 1997, OMB issued a memorandum calling for all federal agencies to use NAICS rather than SIC.[1] All 50 states now use some version of the NAICS system to classify business establishments for statistical purposes; however, the state-level classifications are not mutually exclusive with one another or with those at the federal level.[2]

In addition to being used by governmental agencies, NAICS also serves as a common language among businesses and organizations that collect data about American industry and produce economic statistics. More than 3 million businesses use NAICS to classify their operations.[3]
