The TDS rate of 10% will be applicable to the following payments:
Salary, wages paid to employees.
Salary, wages paid to non-resident employees.
Salary, wages paid to foreign nationals working in India.
Salaries/wages paid to Group A employees in India and abroad.
Salaries/wages paid by companies/organisations that are not resident in India but have a permanent establishment in India.
For example, if you’re a small business and you purchase a software package that costs $5,000 and your TDS is 2.5%, then your total tax liability will be $125.00.
In some cases, the seller may not charge you the full amount of TDS. For example, if you are purchasing an item for which there is no sales tax (e.g., a computer), then the seller may not charge you any TDS at all. In this case, you would only be liable for GST on the purchase price of the item.

Payments made by a resident Indian to a non-resident are subject to TDS at the following rates:

B. Income from interest, royalty or fees for technical services in excess of Rs 10 lakhs per annum but less than or equal to Rs 1 crore per annum – 10%
C. Income from interest, royalty or fees for technical services in excess of Rs 1 crore per annum – 30%.
