There are two ways you can go about setting up an SFTP server: The first way is by installing the Services for Network File System role service in Windows Server 2008. The second way is by installing Cygwin which includes the OpenSSH server.
Setting up an SFTP Server on Windows Server 2008 with Services for Network File System (Samba)

Download the OpenSSH server package for Windows here, and unzip it to c:\openssh folder.

Copy c:\openssh\sshd.exe to C:\WINDOWS\system32 folder (if you want to run SSH service as SYSTEM user). If you don’t have SYSTEM account on your system, copy it to C:\WINNT\system32 folder, but note that the service won’t start if it’s in C:\WINNT folder because of UAC restrictions.

Create a new Service named OpenSSH Server and start it manually. Note that you need to set these options: “Startup Type” – Automatic (Delayed Start), “Service Account” – Local System and “Logon As” – Local System. Don’t forget to change its description so that you’ll remember what this service does!
